Remote viewing is a method to test extrasensory perception. It is a term for clairvoyance and telepathy by which target locations are chosen at random. One experimenter goes to the targets while another experimenter with a subject who stay where they are and try to give verbal descriptions or drawings of the targets. These are evaluated and ranked. The method was repeated around the world with positive results.

Recent research

In 2002, Michael Persinger, cognitive neuroscientist and professor at Laurentian University, published a study into remote viewing which suggests positive results. (Wikipedia)

In 1995, the US Congress asked internationally recognized mathematician Jessica Utts, a statistics Professor at the University of California, Irvine, and president of the American Statistical Association. (The American Statistical Association is the world’s largest community of statisticians) to assess whether the $20 million that the government had spent on psychic research had produced anything of value. And the conclusions proved to be somewhat unexpected.

In her presidential address to the ASA, attended by six thousand statisticians from sixty-two countries: “For many years I have worked with researchers doing very careful work in [parapsychology], including a year that I spent full-time working on a classified project for the United States government, to see if we could use these abilities for intelligence gathering during the Cold War… At the end of that project I wrote a report for Congress, stating what I still think is true. The data in support of precognition and possibly other related phenomena are quite strong statistically, and would be widely accepted if it pertained to something more mundane. Yet, most scientists reject the possible reality of these abilities without ever looking at data! I have asked the debunkers if there is any amount of data that would convince them, and they generally have responded by saying, “probably not.” I ask them what original research they have read, and they mostly admit that they haven’t read any. Now there is a definition of pseudo-science — basing conclusions on belief, rather than data!

In writing for her part of a 1995 evaluation of our work for the CIA, she wrote: “Using the standards applied to any other area of science, it is concluded that psychic functioning has been well established. The statistical results of the studies examined are far beyond what is expected by chance. Arguments that these results could be due to methodological flaws in the experiments are soundly refuted. Remote viewing has been conceptually replicated across a number of laboratories, by various experimenters, and in different cultures. This is a robust effect that, were it not such an unusual domain, would no longer be questioned by science as a real phenomenon. It is unlikely that methodological flaws could account for its remarkable consistency.”

On the Russian side, parapsychological military activity culminated in the late 1980s with the formulation of a special unit – Military Unit 10003 led by Lt. Gen. Alexei Savin – tasked with exploiting the capabilities of what Savin described as  ‘extraordinarily gifted psychic individuals’ for military purposes. Under the direction of Army General Mikhail Moiseyev, the Chief of the General Staff (the Soviet equivalent of the Chairman of the Joint Chiefs of Staff), Savin was ordered to hone Military Unit 10003 into the Soviet military-intelligence community’s ‘centre of excellence’ for the development of ‘extraordinary human potential’, including what is known as ‘psi functioning’, the so-called psychic aspects of our nature. Unit 10003 employed an equivalent number of personnel as the US remote viewing programme had at its height
